Tolling operations commence for Kampala-Entebbe expressway

Stakeholder engagement campaign has been launched today, to provide information to the public on tolling and the operation of Kampala- Entebbe Expressway ahead of the commencement of the tolling. This was at the stakeholder engagements for the Operations and Maintenance phase of the Kampala Entebbe Expressway (KEE) toll road project. 

This comes after the enactment of the Roads Act, that provides for tolling that was gazetted on 22 October 2021 declaring Kampala-Entebbe Expressway as a Toll Road and as such, the very first in Uganda.

According Executive Director, the expressway is to provide road users a great roads and great user experience. The Expressway provides;

  • Reliable travel and time savings between Entebbe and Kampala;
  • Reduced vehicle operating costs;
  • Cleaner air as a result of reduced green-house gas emissions caused by congestion and idling;
  • An easy escape from the traffic along the existing highway leading to drivers arriving at their destination not only quicker but in a relaxed mood.

EGIS, a French international construction engineering and mobility services company will handle the collection of these fees and will also handle the lighting, Route Patrol and Incident management, Road Safety Furniture, fencing and also prepare for Local Content (Job creation and skills transfer) so that in the next 5 years, the project is run with 90% of the Ugandans.

According to the minister of works and transport, Gen. Edward Katumba, the following will be the fees for a period of one year from the time of commencement:

The toll fee structure has also provided for the following frequent user discounts, an incentive for frequent users such as those who stay in Entebbe and work in Kampala or any motorists making frequent trips between the two destinations:

Incentives for Kampala-Entebbe Expressway

The toll fees shall be paid by use of either cash or electronic card as shall be communicated prior to commencement of tolling.

Only two categories of vehicles have been exempted from paying and those are the Emergency vehicles of the fire brigade and ambulances; and the Presidential Convoy.

The Kampala Entebbe Expressway is the Government of Uganda’s flagship expressway project for which construction was completed in 2018 funded by jointly by the Government of China (through a loan) and Government of Uganda.
